Nope at least now you know roughly what time he is free and if he is not free he will inform you. Better then you call him anytime and find he not free, he must explain before you complain. If his explanation not good you kpkb and he fedup. Then he don't answer and you get suspicius.

Dear, i know you quite busy. What time do you think will be a good time for us to spend some quality time communicating.
Pros:
1. both of you know what time to expect the calls.
2. if for any reason cannot, at least he can let you know in advance.
3. 8pm is good time as can ask about how is his day etc.
4. He should be at home by then.
To add in the fun, you can just send him an sms for fun anytime of the day.
"Dear no need to reply to this sms. Now I'm having lunch with my mum. I just want you to know I miss you. Hope you have a great day at work! =D" - from my gf. I know it sounds mushy, but it worked for me. -
