Mmh but I do not think we should compare this to the natural disasters. People here have a choice whether or not to wear that jacket... if you have it, use it. Unless you build a dam or change the drainage system, or even the whole river outage, I would find it hard to prevent natural disasters like floods. Here they just need to say, ok you guys can wear your own jacket...

I find it absurd to compare a jacket with changing the tributaries in a river. I am not asking for the world. There is a simple solution, all you need is to adopt the solution. For countries affected by the tsunamis, now they have adopted an early warning system. For the school, if they have no intention to adopt an official school jacket, at least have the common sense to implement a color code for ALL STUDENTS.
Is that not a solution already?
