  this probably sounds bad, but all we got is the "victim's" side of the story.
  
  for all we know she led him on (not on purpose) and didn't do anything to indicate displeasure when he wanted to explore further( imagine he first holds hand or whatever and progressively seeing if she's not agreeable).
