If you read up on the history of music, you'll see that music is truly a reflection of society. Its only in the 20th century when music became something individualised i.e. people have become freer and more expressive. People also express themselves in many ways. Before the 20th century, music is constrained within societal limits. For instance, during the baroque period, there is essentially only one main style of music.
The barrier which separates music and noise is certainly a thin line. However, the 20th century composers like shrodinger, john cage etc. have challenged that line.
Its up to the individual to appreciate all kinds of sounds. John Cage's 4 minutes and 32 seconds for instance is just 4 minutes and 32 seconds of environmental noise. However, to him, that is music. And yes, some pieces in the ABRSM piano examinations are beginning to have such non-conservative forms of music.
I think that people's liking of music is influenced by society and the individuals themselves. Thus, I think that its unfair to dismiss genres of music as 'crappy noise' but rather, they should be regarded as 'music that i cannot link myself with or appreciate'.
