I think ALL primary schoolgirl wear shorts under their skirt,only SOME secondary school student[Esp those upper Sec ones] don't wear any shorts..!

and there are many places where 'accidents' can happen.
veron, most sec sch/upper pri gals would still be wearing shorts and stuff. only some of those lower pri gals [p3 onwards usually no more, but p1/2 still got alot with no shorts] would be having underwear on only. -
Some skirt[like my old school,Nanyang Girls],do not need to wear an extra pair of shorts,it is thick enough,furthermore it come with an extra slip sewn together with the skirt.....so make it more safe..

if u went to poly, nus or ntu, you can see that a lot of gals wearings skirt now
as mentioned by many, zhaogeng is not a problem, anyway is just a piece of clothes that u see -
