is it:
top 10% in every poly,
OR
top 10% nationally? as in better poly get high percentage of allowing ppl coming in. while louya pok poly , lesser ppl can go. so different poly get a different percentage quota
if the 1st method is the case, then i can purposely choose a poly where i know there are a lot of slackers who dont study well and then easier to contract and get top 10%. typically a poly with high cut off point

Actually I heard that markers just randomly pick a few papers from the students and mark. And if ur English is poor and he unlikely pick ur paper, u r doom; else u can escape scot-free.
That one you tell the schools... so far, reading through their rules say that D is conditional pass.
