It really depends how serious your company is interms of dealing with private and confidential information?
If your company is serious then your company should always get all new employees to sign a document like an agreement that they agree to keep all company information confidential and would not share with anyone outside the company etc.
If they are found to leak company information, they will be dismissed. -

IT administrator does not make it anymore critical than other senior managers or staff. This is not an IT problem.
It is a loyalty case.
The CEO should handle it as a HR problem, and tackle that disgruntled staff.
